Four red flashes indicates that a high-limit switch is open. This can be caused by something restricting airflow, such as a dirty air filter or a problem with the ductwork, as well as a problem with the control board or the blower motor.

Red light flashes are usually a diagnostic codes. Count the flashes before a pause. On the inside of the door panel is usually a chart for the codes. The reason it wont come on is it is probably in a lock out for a safety failure (non-ignition, vent failure, over heating due to bad blower motor, ect.).
