That's a great question, and there are a bunch of answers to it.

First and foremost, find a couple of HVAC contractors that you trust. They'll help you understand what you need to know. Need ideas on how to find a great contractor? Take a look at: "The Secret to Finding A Great Contractor (that 3 out of 4 homeowners don't know)" (here: http://www.furnacecompare.com/heating-contractors/checking-references.html). It's a great article.

Second, find out what capacity of Central Air you need. There's really no shortcut for this -- you just need to make it clear to the contractors that are bidding on your project that you won't hire anyone that doesn't do a load calculation.

Third, find out about the brand of equipment. Take a look at our central a/c ratings (http://www.furnacecompare.com/ac_ratings.html) and reviews (http://www.furnacecompare.com/air-conditioners/reviews/)

Fourth, make sure you understand how HVAC warranties work. In particular, ask your contractor how long they warrant both parts AND labor for a new install. Make sure you get that in writing. (And take a look at this article: "How to get the most from your HVAC Warranty": http://www.furnacecompare.com/12-tips-for-hvac-repairs.html.
