The fan on the out side unit is not turning but there is power what could cause this

If it spins easily it could be the contactor or capacitor. Or if there is some to a lot of resistance in turning the fan it may likely mean that the motor is shot and needs to be replaced.

Best bet is to call in a certified HVAC contractor to check the capacitor and motor as well as for any other possible issues and fix it.
