This may be a tough thing to find. Generally, the rule of thumb is that the larger the cooling load size and SEER the larger the compressor (this is the outdoor piece of equipment). However, this is not always true.
At any rate, after looking around for quite a while I haven't seen anything less than 30 inches tall. What I would do is look at the top brands, among them are Carrier, Trane, and Bryant, and call each to see if they have a compressor that is 24 inches or less. They may also be able to offer a solution. Perhaps the ground underneath where it will go can be dug out a few inches and a cement or some other platform poured in order to accommodate a slightly taller unit. Actually, you may want to call an HVAC tech for this latter question. They have more experience squeezing various pieces of equipment into small spaces.
