Where should the cold air return vents be located in the basement with furnace vents located in the ceiling?

Generally speaking you want the cold air returns near the floor, which is where the cooler and denser air is located. Therefore, if the hot air vents are in the ceiling the cold air will hang near the floor so a cold air return located near the floor will clear out cold air as warm air is being pushed in. However, there may be some variables such as whether your basement is finished and type of furnace that could affect your decision.
