According to the Ruud website (http://www.ruud.com/product.aspx?id=0781BB00-4F09-4625-BBBC-342B5FB29C8F) the Achiever 90 Plus has an "Easy To Access and Clean Filter. The Ruud Achiever® 90 Plus® is equipped with a permanent, washable filter thats easy to access and clean. You wont ever have to deal with the hassle and expense of replacement filters"
To find the location of the filter you can go here: http://www.bayareaservice.com/wp-content/uploads/2012/02/RGRC-Brochure.pdf.
Sorry not to be of more help, but even the specifications and owner manual documentation I have been able to find don't say much about properly cleaning or replacing the filter.
To keep legal happy, let me just say that I am not an HVAC contractor, and you should never even look at your furnace without having a qualified, liability accepting HVAC contractor present. To keep sales happy, let me just say that you can find an HVAC contractor that's happy to take your money here: http://www.furnacecompare.com/perl/find_contractors.pl.
