My furnace and my air conditioning unit are running, but the air flow through my vents is weak....would this be a filter issue?

Try cleaning or changing the filter and check to make sure the vents are opened fully.  If this does not solve the problem, you should probably contact a licensed HVAC professional, especially if it is a blower issue.
