There is some good information here: http://househomerepair.com/56-Replacing-Hot-Surface-Ignitor-in-Furnace.html.

What they are saying is that it could mean the new igniter is faulty and needs to be replaced or you may have a problem with the main control board.

There is also a lot of good information here: http://www.arnoldservice.com/Troubleshooting_Heating_Problems.htm.

And here: http://www.justanswer.com/hvac/76gqq-nordyne-intertherm-furnace-ignitor-does-not-glow-replaced.html. In this instance the indication is that a faulty main control board sending inconsistent current to the igniter and thereby causing it and replacements to fail.
