Elmira, NY, is the county seat of Chemung County, and sits just north of the Pennsylvania border near the intersection of the Chemung River and Newton Creek. Elmira has experienced many floods, including a major flood in 1972. It was originally settled by a soldier named Abraham Miller and became a township in 1788. The name officially became “Elmira” in 1808. During the Civil War, Elmira was the site of a POW prison for more than 12,000 captured Confederate soldiers, who called it “Hellmira.” Elmira was also an important stop on the “Underground Railroad” that shipped escaped slaves to safety in the north. Modern Elmira hosts the Elmira Correctional Facility, a prison whose planning began in the 1870’s. Summer temperatures average about 66 to 72 degrees and winter temperatures average from 25 to 30 degrees. Summer highs are in the lower 80s, and winter lows range from about 13 to 20 degrees.
