What makes a heat pump stop running?

Unit has stopped completely. it makes no sound and will not come on at all

There is also the possibility that a mechanical part has malfunctioned, which may have tripped a safety feature.

If it isn't a circuit breaker, thermostat or reset switch, you will need to bring in an HVAC tech who works on heat pumps to properly diagnose and fix the problem.
