If the blower won't shut off then it could be a problem with the furnace that needs to be diagnosed and fixed. For example it could be a faulty limit or fan switch. Best bet is to call a certified HVAC tech to diagnose what the problem could be.
To answer your original question, yes there is a reset button on most furnaces. The Carrier reset is located, according to a manual I found here: http://www.rjmurray.com/serviceBulletins/58MVPdiagnosticsseries1702.pdf, near the gas control area.
