If you have an upflow furnace then the filters will be located either at the bottom of the blower compartment near the base of the furnace or the side return (duct coming into the side of the furnace). If you have an upflow furnace and are finding a filter in the ceiling (I imagine in a duct in the ceiling?) not sure why that would be there.
At any rate, look at the duct just above the furnace for a filter, the bottom of the furnace near the blower compartment, or a duct coming into the side of the furnace.
To keep legal happy, let me just say that I am not an HVAC contractor, and you should never even look at your furnace without having a qualified, liability accepting HVAC contractor present.
