The emergency heat light comes on randonly and has someone look at the heat pump and they didn't see a problem

The unit is about 23 years old. About a week ago the red light was blinking for the emergency heat. If I turn the switch on and off the light goes off. I had the unit serviced and of course the light wasn't on, but he said the heat pump tested good. He also looked at the furnace in the basement and said it runs almost as well as a new unit. He changed the filter and seemed to think this was causing the light to come on, however, it seems to come on at least once a day now. I am confused whether to get the unit fixed or get a whole new system. If I need a new heat pump does the furnace get replaced too? When it was installed they both came together.
