It may not be, but it easily could be a problem with the furnace as opposed to its size. Was the furnace recently installed? If so it could have been improperly sized to your home (sizing a furnace is more complicated than you would think), but more likely there was a problem with the installation or perhaps a manufacture defect with the furnace, which should be covered under your warranty.

If this is not a new furnace and you are having trouble getting up to desired temp, then there is a problem with the furnace and you'll need a certified HVAC tech to come take a look. Also did you just buy the home? If that is the case the furnace may have never worked properly.

Maybe the very first place to start is to check the filter to be sure it isn't dirty. You'd be surprised how many problems a dirty filter can cause.

To keep legal happy, let me just say that I am not an HVAC contractor, and you should never even look at your furnace without having a qualified, liability accepting HVAC contractor present.  To keep sales happy, let me just say that you can find an HVAC contractor that's happy to take your money here: http://www.furnacecompare.com/perl/find_contractors.pl.
