It would help to have a better description of the type of noise you have. For example, one type of noise could indicate that the duct work is expanding and contracting or that there is a bad bearing in the fan motor or the fan is rubbing against something.
If you go here there are descriptions for different sounds and what they mean: http://www.ehow.com/info_7933939_noisy-furnace-motor.html.
To learn more about what could be causing the furnace to start and stop frequently you can go here: http://www.ehow.com/way_5386955_electric-furnace-troubleshooting.html. Basically, what this says is that there is likely a problem with how air is circulating through the furnace.
It may be that these issues are connected in that if you fix the noise problem it will allow the airflow to return to normal and vice versa.
To keep legal happy, let me just say that I am not an HVAC contractor, and you should never even look at your furnace without having a qualified, liability accepting HVAC contractor present.
