Do you mean the furnace blower is running all the time?

If so probably the first thing to do is check to see if you are getting an error/fault code on the LED display located on the furnace. I looked around to see if I could find a description of the codes and what they mean, but for some reason finding a Ruud user manual is a bit more difficult than it should be.

At any rate, if you notice that there is an error/fault code flashing on the display there likely may be a list of the codes and what they mean on a sticker on the inside wall of the furnace (some brands do this). If not, at least you will have some information to call a certified HVAC tech with.

Beyond this, the furnace blower could be running for a few reasons making it difficult to provide any accurate information. That said, this link goes to a discussion board that may help shed some light on the issue: http://www.diychatroom.com/f17/ruud-achiever-90-plus-small-blower-wont-turn-off-16695/.

You can find more here as well: http://www.justanswer.com/hvac/42ntn-hi-i-ruud-achiever-90-plus-heating-furnace.html.

Hope this helps.

To keep legal happy, let me just say that I am not an HVAC contractor, and you should never even look at your furnace without having a qualified, liability accepting HVAC contractor present.  To keep sales happy, let me just say that you can find an HVAC contractor that's happy to take your money here: http://www.furnacecompare.com/perl/find_contractors.pl.

I also remembered that a dirty filter could cause a blower fan to run constantly. Have you changed or cleaned your filters recently?
