My rheem prestige turns off and on continuously, never wuite attaining the preset temp. LED flashes 11 and 13. What does that mean?

Furnace turns off and on, constantly. It never quite achieves the set temp by about 2 deg. Since initial install, the blower would squeal briefly while on a high setting. The installer never fixed it. I have had this Rheem Prestige for 2 years now. This heating problem is recent (2 weeks). I replaced batteries in thermostat, changed filter but that's all I can do.
