East Saint Louis, Illinois, is located on the Mississippi River directly east of Saint Louis, Missouri. It is located in Saint Clair County. Its population of 31,542 (as of 2000) has declined by over 60% from its 1950s peak of more than 82,000. The town's rapid population decline and the loss of its tax base led to severe problems maintaining public services, but the situation has improved somewhat in the last ten years. Much of East Saint Louis consists of abandoned, vacant lots. Its best-known citizen was probably the legendary actress/singer Josephine Baker.
