Energy Efficiency Terms
The HSPF -- or Heating Seasonal Performance Factor -- is the best measure of a heat pump's overall heating efficiency. The HSPF is a seasonal measure: it accounts for the fact that the heat pumps rarely run for as long as is optimal during the Fall and Spring.
A heat pump with a high HSPF is more efficient (at heating) than a heat pump with a low HSPF -- and if you are buying a residential heat pump, you'll want to use the HSPF to compare different units.
Cooling Efficiency (SEER)
SEER is an abbreviation for Seasonal Energy Efficiency Rating, and the SEER is the best seasonally adjusted measure of cooling efficiency. A higher SEER means that the unit is more efficient at cooling.
